The primary purpose of this position is to serve as senior information technology (IT) specialist and consultant to management in support of installation IT policy and plans.

Duties

This position is a developmental (GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. Performs studies and establishes plans of action for improving the efficiency of information technology applications. Assesses policy needs and develops policy and procedures governing IT activities. Functions as a senior technical advisor on contract and budget activities. Represents the organization at conferences and meetings and presents briefings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 SPECIALIZED EXPERIENCE: Applicants have, or will have within 120 days closing of this announcement, IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem solving; AND I have at least one year of specialized experience at the next lower grade level (GS-09) or equivalent in other pay systems. Specialized experience includes, analysis of existing technology, formulating or modifying plans to enhance functional users' IT status, and dealing with a variety of problems and conditions associated with changing technology and its applications (i.e., conducting feasibility studies, performing cost analysis, and making recommendations to managers on how best to improve the IT posture; evaluate the impact of new policy on current programs and modify, develop or recommend changes, which ensure compliance and responsiveness.) NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-12 SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days closing of this announcement, IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem solving; AND I have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or in other pay systems. Specialized experience includes: plans and coordinates all phases of the acquisition, implementation, and integration of IT assets; drafting IT policies and plans; participate in the IT capital planning process; develop and monitor metrics used in evaluating the accomplishment of IT goals and objectives; ensure enterprise-level IT specifications align with the organization's business requirements; identify potential improvements to the enterprise architecture to meet agency goals; and establish and implement metrics for evaluating the accomplishment of enterprise architecture goals and objectives. OR OR EDUCATION: (MUST INCLUDE COPY OF OFFICIAL TRANSCRIPTS) Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Note: You must submit copies of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level; one year at the GS-11 for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles, concepts, and methods. 2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. 3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. 4. Knowledge of system architecture, integration techniques, and testing methods. 5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
