About the Position: Serve as a Supervisory Emergency Management Specialist (Readiness and Contingency Operations, Chief) for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division Headquarters, Readiness and Contingency Operations in Cincinnati, OH.
Duties
Responsible for management and leadership functions of planning and implementation of all programs related to civil emergencies, mobilization support and military contingencies, homeland security, and assigned overseas contingency operations (OCO).
Lead activities in support of the civil emergency program, Flood Control and Coastal Emergency (FCCE) and Field Force Engineering (FFE).
Responsible for managing the division’s National Emergency Preparedness Program.
Oversee all Hazards planning and operational mission command for national level exercises and for the execution of OPLANs.
Responsible for all civil/military planning, operation and training/exercise through matrix assignments that allow for maximum agility to move from peacetime to operations mode from either a supporting or supported Regional Command posture.
Provide the full breadth of technical and administrative supervision.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R. Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program.
- This position requires the incumbent possess and maintain a valid, State-issued motor vehicle driver’s license.
- Position requires a Top Secret Security Clearance

Specialized Experience: One year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes providing advisory, policy support, and planning for implementation of programs related to civil emergencies, mobilization support, military contingencies, and homeland security; providing interagency response to national emergency situations; coordinating emergency operations center responsibilities; and determining requirements for emergency operations training for natural, technological, and man-made disasters.
