About the Position: Serve as an Emergency Management Specialist with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division Headquarters in Cincinnati, OH. Relocation Incentive may be authorized.

Duties

Serve as USACE Great Lakes and Ohio River Division civil disaster contingency planner for USACE support to FEMA, and other federal agencies, within the National Response Framework (NRF). Provide USACE support and perspective to FEMA Region planning activities in accordance with the Integrated Planning System (IPS). Support subordinate district disaster planning efforts as required. Position requires experience planning civil disaster response or military operations. Familiarity with USACE ESF#3 capabilities, National Response Framework (NRF), FEMA's Integrated Planning System (IPS), USACE authorities under Public Law 84-99, and/or the military decision making process (MDMP) desirable. Position requires the ability to coordinate requirements with FEMA Regions, and other supported organizations, lead the Division staff through a planning process, and produce written plans, orders and doctrine.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee is required to remain accessible during duty and non-duty hours via telephonic communications systems to respond to emergency operations activities (On Call).
  • Employee may be required to perform TDY away from home station, which may include overnight travel, with short notice and for extended periods.
  • Employee may be required to work in austere conditions.
  • Travel during natural disasters may be subject to hazards.
  • The employee must obtain and maintain a Top Secret security clearance.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • TDY travel 25-40%

Specialized experience: One year of specialized experience which includes civil disaster contingency planning; preparing written plans for disaster response to support Federal Emergency Management Agency (FEMA) plans and other federal agencies; and planning civil disaster response or military operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
