This position is located with Bonneville Power Administration (BPA), in Asset Management & Wildfire (TPOW), Strategy, Asset & Program Management (TPO), Planning and Asset Management (TP), Transmission Services (T). A successful candidate in the Management and Program Analyst position will serve as the management and program analyst to BPA Transmission VPs and senior managers.

Duties

As a Management and Program Analyst, you will: Serve as an authoritative management and program analyst and technical expert on programmatic technical, policy and strategic issues. Partner with Transmission senior managers to formulate and evaluate Transmission Services asset management decision support strategies, policies, and goals for handling current and future business and asset management issues, problems, and opportunities. Provide strategic leadership on specific Transmission asset management initiatives and sound business practices to mature decision support or other areas of focus within Asset Management, such as the SAMP or Asset Plan. Serve the Transmission Services organizations as a management and program analyst at a strategic level for the development of asset management information and analysis for executive meetings. Serve as a management and program analyst and strategic expert for the long-term analysis, strategy and planning of Transmission Services Asset Management capabilities. Provide management and program analysis, statistical data, information, and studies to assist Transmission Services managers in meeting their strategic business objectives. Provide equally expert management and program analyst advice, consultation and analysis to Transmission VPs and key managers on decision support issues and Transmission asset management initiatives.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as experience: 1) Performing a full range of duties including planning, facilitation, information management, budget administration, research, and analysis to meet program goals; 2) facilitating communication and collaboration between technical subject matter experts, operations, staff and management teams to deliver tailored products and service; and 3) providing recommendations for continuous improvement of business processes and systems to achieve better results for an organization's projects or programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-13 grade level. Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
