The Management Analyst is assigned to the Office of the Director, and reports to the Director who serves as the immediate supervisor. The position provides program, administrative, technical, analytical, and management support to the Director as well as other staff members.
Duties
Specific duties include but are not limited to the following:
Provides qualitative and quantitative assessments of the wide range of Division operations.
Performs strategic planning, assisting in the implementation of revised organizational structures and designing.
Conducts studies of various complex processes including employee utilization, resource allocation, and delegations of authority.
Tracks progress toward goals and facilitates work or program reviews to improve division results.
Supports management on significant issues such as: policies, goals & objectives, internal controls, and preparation of priority reports to the Director, VACO, and OFO.
Prepares memorandums, letters, bulletins, and other written communication for leadership.
Assists or performs evaluations of the processes of various systematic analysis of operations to determine the level of quality & management factors of all program's areas.
Maintains various administrative controls to keep leadership informed in all applicable areas of responsibility.
Reviews existing circulars, directives, and other publications to assure they comply with applicable division, RO, VBA, and VA policies and procedures.

Identifies opportunities to participate in community activities that enhance the public image of the VA, and specifically the Regional Office.
Examines and analyzes office productivity data, and briefs leadership on progress made in achieving performance goals, areas needing special attention, and suggests alternative remedial actions.
Conducts ad-hoc assignments, as needed.
Conducts the strategic communications program for the Regional Office with responsibility for developing and providing guidance involving all public affairs information, internal communications, Veterans' service organizations liaison, congressional and community relations activities and is the liaison for Veterans' service organizations, congressional staffs, community groups, professional organizations, etc.
Liaises and coordinates initiatives requiring inter-team cooperation and action.
Recommends solutions on inter-team issues and matters with external factors.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/16/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: Experience applying analytical and evaluative techniques, and pertinent agency regulations, policies, and precedents to conduct detailed analysis of complex issues, work functions or work processes and recommending plans for improvement.
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required.
GS-12 Grade Level:
Specialized Experience: In addition to the experience required for the GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles.
Education Substitution: There is no education substitution at the GS-12 grade level
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primary sedentary, although some slight physical effort may be required.
