Serve as the Senior Business Strategy Manager, overseeing requirements and risks of a portfolio of clients across multiple mission support enterprises, mission directorates, program offices, and center level work; contribute as a member of the External Relations Office leadership and advise on ways to maximize and deliver the highest quality products and services to our clients; and establish client facing reports and metrics that highlight successes and identify opportunities for improvement.

Duties

Serve as the External Relations Office Technical Point of Contact or Technical Area Monitor for Enterprise contracts, including multi-Center budget management, Program and Mission Directorate interface, deliver contractor performance and feedback. Advise civil servant leadership within the Johnson Space Center's External Relations Office and Office of Communications, as well as serve as a strategic resource to the Office of Communications Enterprise Management and Budget Office. Analyze, evaluate, and advise the External Relations Office leadership team on effective strategies for managing multiple budget sources while ensuring organizational goals and objectives are met. Lead improved multi-enterprise business practices for the External Relations Office to include research and collaboration with other organizations on systems for tracking new business, real-time activity management, and budget management. Lead the External Relations Office in all Agency and Center budget and risk meetings, including participation on all Internal Risk Review decision boards, including preparing and tracking risks and their potential impact to supporting the mission. Leverage agency-wide systems to ensure transparency, efficiency, and accountability across multiple Enterprises, Mission Directorate, Program and Center funded requirements. Advise and execute strategies for distributing Enterprise contract requirements to maximize funding resources while ensuring timely delivery of products and/or services for clients. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

  • If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14 they will be temporarily promoted to the GS-15 level.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Developing and tracking enterprise contract strategies to meet agency, center, mission directorate, and communications requirements in a dynamic environment; Tracking, analyzing, and proposing options for managing organizational risks and their implication to client requirements if not funded; Serving as a technical point of contact for enterprise contract requirements to ensure delivery of products and services for all clients.
