This position is located in the Drug Enforcement Administration (DEA), Office of Resource Management, Organizational Analysis and Policy Unit.
This position(s) primary purpose is to provide key support for ensuring organizational consistency, providing critical and extensive analytical oversight for organizational, staffing and payroll issues, and serves as the primary contact on organizational processes and related manpower and staffing issues.
Duties
As a Management and Program Analyst, your typical work assignments may include:
Assisting in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve effectiveness and efficiency of major administrative, organizational structure and design, and human capital aspects and programs.
Maintaining databases and guidelines that enable effective and efficient operations and help administer controls and consistency.
Providing information to management and recommendations for process improvement to ensure that understanding is obtained to meet goals and objectives regarding staffing levels, attrition rates, progress toward hiring plans, and availability of funding.
Recommending improvements in services and participating in projects involving the redesigning, automating, and re-engineering of processes to meet the varied and changing requirements of the office.
Analyzing tasks and providing written reports, briefings, and executive summaries outlining the findings of initiatives.

Qualifications
Applicants must meet all of the required qualification requirements described below by the closing of this announcement.

Applicants applying for the GS-09 must meet one of the following requirements:
A. Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-07 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Qualifying specialized experience must demonstrate the following: 1) Assisting in using analytical tools and methods for assessment and improvement of programs; 2) Preparing correspondence, reports, graphs, and charts to effectively present findings and recommendations; 3) Writing, interpreting, and developing clear and logical guidance, instructions, and recommendations through oral and written communication.
OR
B. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
C. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Applicants applying for the GS-11 must meet one of the following requirements:
A. Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-09 grade level. Qualifying specialized experience must demonstrate the following: 1) Gathering, analyzing, and evaluating information to make recommendations and improve programs; 2) Planning, scheduling, and conducting projects and/or studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations; 3) Analyzing the potential impact of proposed legislation, regulations, and other guidelines.4) Developing new or modified work methods, organizational structures, management processes, and staffing patterns.

B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

C. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
