You will serve as a Supervisory Financial Management Analyst, in the Financial Management Department of Naval Facilities Engineering Command (NAVFAC) Washington.

Duties

You will implement legal and regulatory controls over approved budgets and internal controls to provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan as directed by applicable laws and regulations and to communicate this support to employees. You will assign work to subordinates based on employee’s capabilities, priorities, and difficulty in understanding the assignment. You will provide technical and administrative oversight, advice and instruction, and provide recommendations on hiring, promotions, etc. to improve production and quality of work. You will identify and arrange for employee developmental and training requirements. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will develop format and content to provide manager with various listings, reports, and data relative to status of funds and the propriety of obligations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing or advising on work in systems of budget administration with the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; 2) Reviewing and evaluating budget requests; control, and reporting of obligations and expenditures to include development, determination, and interpretation of budgetary policies and practices; 3) Providing data validation utilizing your knowledge of funds acceptance and approval, customer reimbursables, and contract awards (i.e. CFMS, SABRS, NERP and ETracker); 4) Motivating a team by leading, mentoring, or supervising them on the proper principles, practices, procedures, and regulations to carry out their duties; and 5) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
