You will serve as a MANAGEMENT ANALYST in the RESOURCE, TRAINING & PROCESSES DIVISION, ENGINEERING & PLANNING DEPARTMENT of PSNS and IMF. Salary Range: For the GS-09: $67,147 - $87,291 For the GS-11: $81,242 - $105,612

Duties

You will analyze, evaluate and report to management the effectiveness of operation in meeting established goals and objectives. You will analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. You will conduct studies of employee/organizational efficiency and productivity and recommend changes or improvements in organization, staffing, work methods, and procedures. You will develop new or modified administrative program policies, regulations, goals or objectives. You will plan, develop, and conduct internal review studies, management surveys and research projects and provide advisory services on issues of moderate scope and impact to the organization. You will develop statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing, planning, developing or conducting studies for an organization on its staffing, funding, or procedural operations to improve program and process efficiencies. For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing management processes for an agency's staffing, funding, or programmatic procedures, to recommend improvements on existing methods and increase productivity. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-0343-11: Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related.


FOR THE GS-0343-09:
Master's or equivalent graduate degree
~OR~

2 full years of progressively higher level graduate education leading to such a degree
~OR~

LL.B. or J.D., if related.
