Duties

In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. This announcement provides the opportunity for a reassignment/promotion to the position of Accounting Analyst within Mission Support, Budget & Accounting Services, Accounting Team, located in Arlington, VA. Bring your skills and voice to our team! The successful candidate is primarily responsible for processing payroll and time and attendance functions. The candidate will also be responsible for processing disbursements to vendors, reimbursements to employees, reconciling monthly accounts, and maintaining accounting records and reports. The candidate will ensure reports are in compliance with generally accepted accounting practices and USPS accounting practices and policies. The incumbent will correspond/communicate with external and internal customers on a routine basis. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 09/25/2024 will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-12. The salary range for this position is $68,405.00 - $128,956.00. The salary figures include locality pay. Promotion potential to a GS -13 equivalent at management's discretion. Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. Provide information and assistance on payroll and time and attendance regulations, process time and attendance for employees and process payroll adjustments. Review requests for reimbursements from employees, and ensure those requests are properly supported and reimbursements are timely. Process accounts payable orders and accounts receivables. Process purchasing requests, reconcile bank statements, and reconcile general ledger entries. Participate in the month-end closing, variance analysis and account reconciliations. Participate in the fiscal year-end closing, which includes handling accrued expenses. Coordinate and effectively communicate accounting matters with other departments/locations, to ensure timely resolution of issues and to foster and maintain collaborative relationships. Maintain various logs, reports, and listings regarding voucher payments, schedules and records. Independently research and resolve problems and exceptions to facilitate timely posting to related balance sheet accounts. Prepare worksheets and reports to document noted discrepancies, corrective entries, and other needed adjustments. Ability to use software to create spreadsheets, develop presentations, reports etc. Serve as the subject matter expert with responsibility for providing guidance and assistance to employees on travel. Respond to travel help desk inquiries and solve complicated travel related problems. Identify and implement innovative process and or system changes to enhance the efficiency and effectiveness of the accounting function.

Requirements

  • Must be a U.S. citizen.

  • Must be able to obtain and maintain a government-issued credit card.
  • May be required to successfully complete a 12-month probationary period.

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's Degree from an accredited college or university and one year of experience in reviewing and processing timekeeping, payroll or accounting transactions. OR Two years of experience in reviewing and processing timekeeping, payroll or accounting transactions. DESIRABLE QUALIFICATIONS Proficiency in Postal Service Financial Systems Proficiency in using Microsoft Word, Excel and PowerPoint Proficiency in using SharePoint EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Demonstrated skill to process time and attendance using an automated timekeeping system. Demonstrated ability to analyze financial data and recommend alternatives to resolve difficult problems. Demonstrated ability to plan and organize multiple tasks simultaneously and meet established deadline. Demonstrated skill to provide quality customer service resulting in collaborative relationships. Demonstrated ability to communicate effectively both orally and in writing. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
