About the Position: This Budget Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO TACTICAL RADIOS (6LB) BUSINESS MANAGEMENT DIVISION Located in ABERDEEN PROVING GROUND APG, MD.
Duties
Responsible for formulation, presentation, and execution of the annual operating budget.
Executes actions required to formulate, develop, coordinate and implement policies and guidelines governing the designated funding appropriation portion of major programs.
Monitors the execution of the approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner.
Recommends adjustment within budget line items in response to changes in programs, staffing levels, and/or funds availability.
Exercises budget controls through review and approval of the obligation and expenditure of funds to include payment of personnel salaries, travel, and expenses
Performs in-depth analysis of budget requests, considers unforeseen factors in development and production, shifts in project direction and emphasis, and/or requests not included in planned programs, and explores alternative sources of funding.
Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments from higher headquarters.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet Practitioner requirements for BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) certification within 60 months as of entrance on duty.
- The incumbent in this position is required to have a Level 1 Certification in Financial Management (FMC01).
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 11) Monitoring obligations of appropriated funds against budget to ensure expenditures are within the allocated amount; 2) Preparing a variety of reports about the status of funds, expenses, OR obligations for appropriated funding and functional support agreements. 3) Researching and reconciling funding in the financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS7).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
