This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for tracking all senior level-and-above external engagement and major planning events for data capture; providing support, as needed, to defense trade show outreach planning and execution; and assisting in the planning and execution of staff operations and planning for senior leader engagements and initiatives, including meetings, briefings, and conferences.
Duties
As a Management and Program Analyst at the GS-0343-11/12 some of your typical work assignments may include:
Establishes quantitative and qualitative criteria and measures these criteria to analyze and evaluate the effectiveness of DSCA's communication programs in meeting established goals and objectives set by the agency, its senior leadership.
Leads STO's efforts to research and investigate new or improved business and management practices and tools for application to agency operations. Oversees the management and implementation of the Front Office's Continuous Improvement efforts.
Assists leadership by interpreting, disseminating, and implementing program and project management policy, guidance, and procedure regarding Agency and SC Enterprise communications.
Participates in cross-functional working groups to implement business engagement and strategic communication/public affairs concepts approved.
Plans, initiates, implements, and supports comprehensive communications using proven project management techniques and strategies that enhance understanding of agency programs among the public and specialized groups or organizations.

Qualifications
You may qualify at the GS-11 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Coordinating on the development and implementation of digital platforms as critical internal communication tools and developing and coordinating other administrative products, including Read Ahead packages, talking points, and memos
B. Education: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (transcripts required).
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-12 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

Providing support, as needed, to defense trade show outreach planning and execution
Assisting in the planning and execution of staff operations and planning for senior leader engagements and initiatives, including meetings, briefings, and conferences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Doctorate Education: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (transcripts required).

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
