About the Position: Serves as a Human Resources Specialist (Military) technical consultant and acts as point of contact on questions concerning regulations, policies, practices, and theories as they pertain to military personnel management programs. This position is located at Fort Eisenhower, Georgia.

Duties

Provide guidance, interpretations, and/or briefings to units serviced and higher headquarters on current and proposed policies for military personnel action programs. Monitor and analyze all HQDA data for Medical Readiness Command, East (MRC, E) and supported units, i.e., processing officer and enlisted evaluation statistical reports, IPPS-A Soldier Readiness Reports. Survey and recommend improvements to existing programs and/or develop new means of collecting and displaying data. Assist in decisions on conflicting promotion issues based on interpretation of regulatory guidance. Resolve pay, Basic Allowance for Housing (BAH), Basic Allowance for Subsistence (BAS), and other finance issues.

Requirements

  • One-year probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Specialized Experience: One year of specialized experience which includes 1) Applying knowledge of and skill in military personnel regulations, policies and procedures and precedents, and the ability to interpret and apply them to specific HR military cases; 2) Interpreting and applying regulations and precedents to specific problems and complex cases; 3) Processing military personnel actions using military human resources systems such as Integrated Personnel and Pay System - Army (IPPS-A),etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business Administration, Public Health. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ComplianceCustomer ServiceProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
