The primary purpose of this position is to exercise supervisory authorities over the Advanced Programs Division (AF/A5LZ), Directorate of Electromagnetic Spectrum Superiority (AF/A5L), Deputy Chief of Staff for Strategy, Integration and Requirements (AF/A5), Headquarters Air Force (HAF). To serve as the Division Chief of the Advanced Programs Division (A5LZ).
Duties
Plans, organizes, and oversees the activities of the HQ USAF/A5LZ, Advanced Programs Division. Develops plans, goals and objectives that integrate, synchronize and harmonize Air Force senior leadership, Air Force Deputy Chief of Staff for Strategy, Integration and Requirements (AF/A5), and the Director of Electromagnetic Spectrum Superiority (AF/A5L) direction with Advanced Programs Division responsibilities and taskings. Advises the Chief of Staff of the Air Force (CSAF), AF/A5 and other senior leaders on major Air Force electromagnetic spectrum operations (EMSO) capability gaps and shortfalls.
Directs, coordinates, and oversees work to subordinate. Selects candidates for subordinate positions taking into consideration skills and qualifications, and mission requirements. Explains performance expectations to division employees and provides regular feedback on strengths and weaknesses.
Represents the AF/A5LZ organization with senior management at the General Officer (GO) and Senior Executive Service (SES) level in a wide variety of organizations and groups within and outside the Air Force to include political appointees, Congressional members and staffers, various federal government agencies, Office of the Secretary of Defense (OSD), Organization of the Joint Chiefs of Staff (OJCS), Department of the Air Force (AF), Sister Services, and major commands (MAJCOMs).
Serves as the Air Force lead for the coordination, collaboration and integration of all Air Force electromagnetic spectrum operations (EMSO) requirements, capability development and science and technology.
Serves as Air Force Gatekeeper for Air Force requirements for future capabilities necessary to conduct electromagnetic spectrum operations (EMSO). Oversees A5LZ activities to identify all future requirements for EMSO including intelligence gathering, characterization of the electromagnetic environment, electromagnetic battle management, preventing effective adversary use of and ensuring effective friendly-force use of the electromagnetic environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes managing studies of a high-level design factors that include development of future requirements, including performance parameters, architectures, integration of service specific system, user interface, etc. Recommends appropriate actions or interpretations of issues that impact the organization. As well, develops briefings on complex, technical topics related to electromagnetic spectrum operations (EMSO) capability development.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of eletromagnetic spectrum operations (EMSO) to include eletromagnetic warfare (EW), spectrum management (SM) and intelligence support functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in subordinate organizations.
Exceptional knowledge of Department of Defense (DOD), Joint, and Service structures, missions, programs, policies, and organizational relationships to facilitate effective development of Air Force EMSO capabilities. Expert knowledge of the organization, programs, missions, and functions of the DoD and Air Force organizations including Headquarters Air Force (Air Staff and Secretariat) and the Joint Capabilities Integration and Development (JCIDS) and Air Force Capability Development Process. Knowledge of the Planning Choices and Planning, Programming, Budgeting, and Execution (PPBE) processes.
Expert knowledge of safety and security (to include Special Access Program) policy, guidance, practices, and procedures.
Skill in planning, organizing, coordinating, directing and controlling activities and operations associated with formulating, analyzing, and improving EMSO.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports and other materials. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate effectively, both orally and in writing, in order to articulate and advocate positions and condense technical input into layman's terms without altering basic content; skill in preparing staff packages and briefings, conveying ideas, and formulating strategy. Ability to plan and conduct executive level meetings with other AF members, Services, Joint Staff, Office of the Secretary of Defense (OSD), Congressional members and staffers and foreign military organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identifies as a TDP.
