Duties
You will serve as a PROGRAM ANALYST (REQUIREMENTS) in the WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8) DIVISION of the COMMANDER, NAVAL SURFACE FORCE ATLANTIC (COMNAVSURFLANT) located in NORFOLK, VA.
You will develop, plan, analyze, coordinate, and assess Surface Force warfare program requirements and represent both CNSL and COMNAVSURFLANT Directorates to articulate those requirements for decisions at Echelon I and II Headquarters.
You will monitor the financial health of Military Construction (MILCON) and Infrastructure programs of record and special projects throughout the fiscal year by accessing the PPBES online database and other databases as applicable.
You will monitor, evaluate, analyze and advise on prevailing command policy and programming decisions affecting Surface Warfare requirements and assessment
program.
You will advocate new and innovative warfare requirement programs within COMNAVSURFLANT and Command, Naval Surface Force Atlantic (CNSL) for potential force wide implementation.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a mastery of a wide range of qualitative and quantitative methodologies and techniques for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Experience applying a comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of Surface Force Warfighting Requirements and Capabilities.
Experience applying a mastery of advance concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected operating programs/budget requirements for potential effectiveness in meeting their objectives.
Experience applying expert knowledge of analytical and evaluative methods and a thorough understanding of how regulatory or enforcement programs are administered in order to select and apply appropriate program evaluations and measurement techniques in determining the extent of compliance with regulations and rules issued by DON and USFFC, or in measuring and evaluating program
accomplishments.
Experience applying an expert skill to communicate effectively, orally and in writing, and to discuss, present, justify and defend requirements and positions as well as present facts, recommendations and reports in a clear and concise manner.
