About the Position: Fort Bragg is known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains. Fayetteville Regional Airport is located 12 miles outside of Fort Bragg's gates and Raleigh-Durham International Airport is 70 miles away.
Duties
Serves as Senior Accountant and Accounting Team Leader by distributing workload among employees; assures that an adequate quantity and quality of work is performed in a timely manner according to established priorities.

Provides leadership and technical guidance to junior accountants.
Trains new team members by providing on-the-job training in accordance with established procedures and practices.
Resolves the more complex problems for which the team cannot resolve independently.
Provides comprehensive management accounting advice and recommendations to managers and/or staff regarding problems found and future operational efficiency.
Performs joint reviews with program managers and DFAS to ensure procedural compliance and corrective actions required are implemented.
Performs audits with Commands and HQ to precedent including researching and examining information related ensure compliance with laws, regulations, or audit readiness.
To promote operational effectiveness and efficiency of programs, processes and policies.
Develop drafts and final segments of audit reports which present findings, identifies causative situations and recommends corrective action.
Participates in formal briefings or meetings to provide accounting advice and assistance. Assist program managers in developing the accounting data structure.
Acts as a mediator between the Installation Commander, tenants, MACOMs, HQDA and the DFAS DAO.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret security clearance.
- Incumbent must be willing to go TDY up to 15% of the time is required
- This is a FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to obtain and maintain Level 2 certification.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC REQUIREMENTS:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE
One year of specialized experience which includes; 1) provide professional accounting advice to financial managers on status of funds, 2) prepare accounting reports as a part of total accounting analysis and evaluations, AND 3) utilize automated financial management accounting systems to directly support accounting operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
