About the Position: Position is located US Army Forces Command in the G-8 Resource Integration Division. The incumbent will provide professional day-to-day staff accounting, accounting systems administration and operations, and systems accounting for assigned organizations in a Department of Defense (DoD) agency or military component.

Duties

Serves as an accountant to perform professional accounting work requiring the application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting. Reviews or evaluates new information such as policy statements, regulatory directives, and legislation to identify their effect on execution of financial accounting systems and the need to establish new systems or modify existing ones. Implements new accounting systems, develops training instructions, and ensures training is accomplished. Furnishes advisory service on ongoing systems to financial personnel and management officials. Provides advice and assistance to internal and external activities to promote understanding of the accounting and reporting functions and related problems. Proficient in Army operational, administrative, and financial accounting systems, sub-systems, software, and applications. Coordinate and recommend accounting operational requirements to system, computer and software specialists. Perform Joint Reviews (JRP) to ensure fiscal responsibility and proper implementation of internal controls. Interpret procedures and policies in support Internal control standardized efforts across all financial feeder systems. Plan, coordinate, or conduct assistance, reviews, and performance assessments, including briefings on recommendations of Accounting Processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security Clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires incumbent to obtain and maintain a Financial Management Level 2 Certification within the initial 24 months of employment.
  • One year trial/probationary period may be required.

Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes basic analytical skills and knowledge with using and maintaining accounting systems, macros, and other databases on a regular basis; developing and formatting new reports to satisfy information requirements; modifying and adapting to conventional accounting problems and developing subsystems based on emerging requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisAccounting OperationsFinancial ManagementInternal Controls/Integrity Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
