About the Position: This position is located with XVIII ABN CORPS, Fort Liberty, NC. Fort Liberty is known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.

Duties

Serves as Chief, Managerial Accounting Division, G8, with responsibility for financial accounting programs and automated accounting and funds control systems. Expert knowledge of professional accounting principles, practices, and procedures, and automated accounting systems to serve as senior XVIII Airborne Corps accountant and project officer. Operating accounting to conduct feasibility studies of accounting processes and reports to identify those which can be improved. Analyzes Accounting Branch activities such as maintenance of accounting records, preparation of statements of financial schedules for automated data processing. Oversees and provides technical guidance for all master files for in Global Combat Support System -Army and Gerneral Funds Enterprise Business System, control the processing of financial management data within the automated financial system. Reviews, evaluates, and recommends improvements for accounting procedures, reports, and operational areas. Plans work to accomplish; assign work based on priorities; recommend promotions, reassignments, developmental needs, and identifies training and resolves employee complaints.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated, Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Incumbent must be willing to travel 5% TDY.
  • This position may require One-Year Supervisor Probationary Period.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Accountant: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes developing financial information management systems, accounting analysis, overseeing Financial Operations processes by coordination and publishing policies for accounting practices; developing and controlling the implementation of Army Working Capital Funds (AWCF), accounting, and reporting policies, procedures, reports on an automated systems for financial operations; monitoring accounting and financial management to include AWCF and evaluating progress; providing guidance on accounting procedures to authorize and approve central system design development efforts; validating all accounting requirements are included in automatic data processing system designs in addition to their interface with other automation applications; managing internal and external financial operations activities; and developing corrective action plans to re-mediate deficient conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
