About the Position: As an Accountant is located at Headquarters, US Army Forces Command, Fort Liberty, NC. Fort Bragg is a culturally diverse area with rural and city populations, co-located at Fayetteville, NC centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities. Fayetteville is centrally located between the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.

Duties

Provides professional managerial accounting advice and assistance to program managers and tenant activities. Acts as a mediator between the installation, tenants, Major Army Commands (MACOM), Department of the Army (DA), and DFAS. Determines, selects and organizes appropriate data for use in executing performance measurements.. Reviews unliquidated obligations, unmatched disbursements, reimbursable orders for propriety and cause, and advises installation managers of significant deviations and corrective actions required. Plans, coordinates and participates in month-end and year-end.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Must obtain this certification within 24 months of appointment to the position.
  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • Position requires minimal TDY in performance of duties, approximately 15%.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

Basic Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. And Specialized Experience: One year of specialized experience which includes: 1) Implement program's performance measurement in carrying out responsibilities to use government resources effectively; 2) Provide managerial accounting advice and assistance to program managers; 3) Conduct analyses to identify the effectiveness and or efficiency of operations; and 4) Briefing matters related to present and future accounting operational efficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11). You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisAccounting OperationsFinancial ManagementInternal Controls Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
