Duties
Monitor daily status of Defense Finance and Accounting Service (DFAS) Field Site activity through Negative Unliquidated Obligations (NULOs), Problem Disbursements and reimbursable program propriety.
Study trends requiring accountant emphasis to be utilized when developing training requirements.
Develop organizational structures to facilitate fielding of new systems like GFEBS and the Army's new logistic/financial program.
Perform analysis and provides advice and guidance on all new financial interface.
Interpret financial management policy and provides guidance to staff elements, to include publishing Financial Management directives and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is subject to perform temporary duty up to 10%.
- This is a Financial Management Level 2 certified position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Accountant: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Using an automated accounting system such as General Fund Enterprise Business System (GFEBS), Global Command and Control System Army (GCSS-A), Resource Management Tool, Operation Data Store (ODS), Defense Travel System (DTS), Wide Area Work Flow (WAWF), and Data Analytics to organize and analyze budget data; 2) Analyzing accounting procedures and methods to identify and resolve a variety of diverse/complex problems related to the financial reporting structure; 3) Providing accounting advice and conducting regulatory reviews. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
