You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Deployed Surface Electronic Warfare Systems & Decoys Program Management Division of NAVAL SURFACE WARFARE CENTER.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).
Duties
You will provide periodic presentations on acquisition plans and strategies, contracts, task orders and technical instructions to the Assistant Program Manager (APM) and leadership.
You will make recommendations regarding plans, strategies and corrective actions.
You will assist the APM and serve as the main point of contact for developing, coordinating reviews and processing the approval of acquisition packages and all other required acquisition documentation.
You will participate and lead acquisition planning including acquisition strategy for future requirements, and current requirements.
You will evaluate requirements and recommend appropriate contract methods and contract type (fixed price, fixed price with incentive provisions, cost-plus-award-fee, cost-plus-fixed fee).
You will interpret and provide guidance on all matters pertaining to contracting policies and procedures received through contracting channels.
You will be responsible for meeting contract milestones and for reporting weekly milestone data calls.
You will lead Advanced Planning Conference (APC), Internal Stakeholder Review, and All-Stakeholder Readiness Reviews in accordance with NAVSEA eMilestone and ensure milestone closure criteria is met.
You will analyze proposals and assist the technical team in the preparation of Technical Advisory Report (TAR).
You will actively participates in the IWS2P Plans and Programs monthly Acquisition Manager Forum to discuss and develop acquisition policy, guidelines and best practices.
You will provide proper and appropriate oversight of Contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
You will communicate with the Contracting Officer on a routine basis regarding contractor oversight and performance and maintains required documentation to support monitoring Contractor performance.
You will review contractor performance and document any significant issues that may affect successful on-time or future performance.
You will document and report any actual or potential labor disputes that may impact the successful performance of the contract/order.
You will notify the APM and Contracting Officer of any contractor performance issues and takes corrective action as appropriate.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and coordinating acquisition documentation to evaluate contract methods, lead planning and reviews, and ensure milestone compliance for the oversight or adherence to contractor performance and contract terms.
