This position is located in the Administrative Services Division (ASD) within the Department of Administration and Finance, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band MC-4B/4A which is generally equal to GS-12/13.

Duties

Serve as subject matter expert on matters related to the Records and Information Management Program policies, procedures, and guidelines related to the creation, maintenance, and disposition of Federal records. Serve as the Essential Records manager and lead the development and management of the agency's Essential Records Management Program. Advise the Senior Agency Officer for Records Management and Agency Records Officer on creation, and management of MCC records, and keep senior management informed on current and projected operation requirements, issues, legislative, and regulatory matters. Liaise with the National Archives and Records Administration (NARA) including the Office of the Federal Register regarding MCC related NARA issues. Monitor the Microsoft Office 365 roadmap, assesses impact of new Office 365 tools as they are released in Microsoft's non-Government cloud and develop strategies and plans for integrating them into existing business processes and workflows; collaborate with the Office of Chief Information Officer to implement them once released into Microsoft's Government cloud. Leverage business process experience to work with MCC business units to understand and document the workflows, work products and collaboration patterns and implement improvements when possible. Develop and implement Taxonomies to include managed metadata design. Organize and coordinate training and briefings for MCC employees, senior management, information technology staff, and others in conformance with NARA regulations. Perform related duties as assigned.

Qualifications

To qualify for pay band 4B, applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; providing technical advice on matters related to records and information management program policies, procedures, and guidelines; liaising with the National Archives and Records Administration (NARA) including the Office of the Federal Register regarding records management; defining, developing and implementing collaborative tools using Microsoft Office 365 apps to include SharePoint, PowerApps, PowerAutomate, and Power BI based on identified requirements; and communicating, orally and in writing, in order to develop policies, procedures, training and guidance on Federal records management. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 4A, applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Time-in-Grade: Applicants must have one year of Federal service equivalent to pay band 4C or GS-11 to be eligible for pay band 4B. Applicants must have one year of Federal service equivalent to pay band 4B or GS-12 to be eligible for pay band 4A. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
