You will serve as a PROGRAM SPECIALIST in the OPERATIONS AND PLANS DIRECTORATE (N3) of COMNAVSURFLANT.
Duties
You will plan, coordinate stakeholders, and manage execution of the operational schedules of all CNSL surface ships and subordinate commands.
You will analyze operational requirements for CNSL ships and subordinate commands by using Numbered Fleet and Type Commander (TYCOM) Operations Orders, plans and directives.
You will collaborate with all required participants and impacted stakeholders to develop long-range plans and scheduling aids for all CNSL ships and subordinate commands.
You will facilitate timely execution of scheduled deployments, operations, training events, maintenance events and exercises.
You will establish and maintain liaison with Numbered Fleet, CTF 80 and GFM schedulers.
You will advocate for CNSL priorities and ensure the Commander and all Assistant Chiefs of Staff (ACOS) are kept aware of schedule changes that impact manning, training and/or equipment readiness.
You will coordinate submission of proposed scheduled service requests for consolidation, submission, and approval at the CTF 80 Quarterly Scheduling Conferences.
You will track the completion of scheduled service requests to ensure compliance.
You will participate and provide subject matter expertise for Afloat Training Group (ATG), Atlantic unit level training scheduling meetings for CNSL ships and subordinate commands.
You will participate and provide subject matter expertise for all CNSL scheduling processes and program initiatives.
You will plan and coordinate CNSL staff-wide input to the Surface Master Plan (SMP).
You will prepare and present briefings and participate in working groups, both within and outside of DON HQ level.
You will review all CNO maintenance availabilities as scheduled in the Navy Data Environment (NDE).
You will serve as the commander's representative and SME at the O6/GS-15 level semi-annual Commander, Naval Surface Force (CNSF) directed SMP production conference.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- The specialist is required to perform the above duties at a variety of job sites within commuting area.
- It is the specialist's responsibility to transport himself in an expeditious manner between job sites in the local area of his/her permanent duty station with reimbursement of cost in accordance with Joint Travel Regulations.
- A physical is required for embarking aboard U.S. Navy ships, USFF CPF 6320.
Qualifications
GS-13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Expert knowledge of the Navy's Optimized Fleet Response Plan (OFRP) and the Surface Force Training and Readiness Manual (SFTRM).
Experience and working knowledge on the use of WEBSKED scheduling software application used to update surface force unit short range schedules in support of OFRP and SFTRM readiness milestone accomplishment.
Experience and working knowledge of Global Force Management (GFM) processes and procedures to include Carrier Strike Group (CSG) and Amphibious Readiness Group (ARG) composition requirements for the Master OFRP Production Plan (MOPP).
Experience and working knowledge using DEPSKED long term scheduling software application used to update surface force unit long range schedules in support of GFM.
Experience and working knowledge of the Navy's Surface Master Plan (SMP) process to include use of Availability Duration Scorecard Projection (ADS/P) duration estimates and the Navy Data Environment (NDE) CNO Availability planning and execution software applications.
Experience and working knowledge of a ship's service lifecycle and scheduling CNO Availabilities that align with Maintenance, Modernization and GFM MOPP requirements.
Experience with the design and the assessment phases of the annual Navy Strategic Laydown and Dispersal (SLD) plan.
