The primary purpose of this position is to serve as an Airfield Management Specialist, by providing aircrews a variety of critical information and assistance for planning and conducting a safe flight and to provide oversight for flight services and airfield operations during a shift of operation.
Duties
Plans, organizes, directs, and controls airfield activities in support of flying missions, ensuring that airfield management services provided complies with legal and regulatory requirements and meet customer needs.
Oversees maintenance and operation of the airfield to ensure compliance with all applicable Air Force Instructions (AFIs) and Federal Aviation Administration (FAA) instructions and all safety regulations.
Responsible to open or close the airfield to air traffic after determining safe or unsafe operating conditions exist, based on knowledge of AFI and FAA instructions, safety regulations and aircraft configurations and maneuvering capabilities.
Responsible for monitoring airfield construction projects including runways, taxiways, aircraft parking ramps, lighting systems, etc. Plans, inspects, checks and recommends airfield improvements and repairs for continuing operations.
Coordinates and provides advice and assistance in such activities as airfield pavement surface repair, sweeping, snow removal, grass trimming, runway rubber removal and painting programs with work crews.
Coordinates closely with Civil Engineers in all phases of programed airfield construction and maintenance to ensure airfield repair and maintenance are properly accomplished and compliant with AFls.
Assures work assignments are carried out to provide direct support to aircrews as an integral part of our nations National Airspace System.
Inspects airfield daily for flying safety hazards to include material that may cause foreign object damage, violations of airfield clearance criteria and hazards.
Instructs new employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.
Determines safety factors to be applied and coordinates with appropriate base agencies to ensure safe operating conditions for aircraft and repair crews, to include the management or supervision of bird and wildlife dispersal teams.
Measures runway braking action and prepares this information for dissemination into the NOTAM system.
Assures requests for U.S. Customs, immigration and agriculture as received by message or aircrew request are properly coordinated.
Provides all necessary information required by pilots to safely complete their intended flight and assist them in making preflight decisions and calculations where required.
Reviews flight plans for technical accuracy and compliance with DoD, USAF, FAA, and International Civil Aeronautical Organization (ICAO) directives, making recommendations for changes where appropriate.
Participates in special projects and initiatives and performs special assignments.

Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

Experience
General Experience (for GS-5 positions): For positions in this series, experience that provided a general knowledge and understanding of traffic or transportation programs or operations.
EXPERIENCE: Must have at least three years of general experience, with 1 Year which was equivalent to experience at the next lower grade (GS-04) level, pay band (NH-01), or equivalent in other pay systems. General experience is described as: experience that provided a general knowledge and understanding of traffic or transportation programs or operations.
General Experience: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.

EDUCATION: A 4-year course of study leading to a bachelor's degree.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DOD, USAF, Federal Aviation Administration (FAA), and International Civil Aviation (ICAO) rules, laws, regulations, instructions, and directives as they pertain to airfield planning, aircraft operations and for the safe conduct of flights within the national airspace system and overseas.
Knowledge of DOD, FAA, and ICAO flight planning requirements which together with flight computations, permits technical review and AlSR computer acceptance of proposed flight plans or flight plan changes.
Knowledge of weather and its effect on flying operations including forecast weather that could threaten safe aircraft operations, life or property.
Knowledge and understanding of items used in the air traffic control system to preclude pilot misunderstanding or airspace violations.
Knowledge or air traffic control routes, capabilities and limitations of navigational aids, terrain topography, airspace restrictions, and local air traffic control procedures.
Knowledge of airfield conditions and safety factors which provide a basis for imposing restrictions to aircraft operations and issuance of NOTAMs.
Knowledge of aircraft flight characteristics and configuration which allows for appropriate response to an inflight or ground emergency.
Knowledge of procedures to request U.S. Customs, immigration and agriculture inspection as required.
Knowledge of the Air Force, Major Command and local training instructions and a demonstrative ability to plan, organize and direct a training program applying effective training techniques.
Ability to select pertinent information from the data available and impart it in a comprehensible manner to the pilot.
Ability to interpret and summarize weather data in various forms and present it as useful information to the pilot.
Ability to determine type and nature of emergency situations and act decisively so appropriate response actions can be initiated.
Ability to operate various communications devices such as two-way-radio, desktop computer, intercoms, and knowledge of procedures for message and report preparation and notification procedures.
Ability to communicate both effectively, both orally and in writing.
Skill in use of Aeronautical Information System-R equipment for transmitting Conus and ICAO flight plans and messages in proper computer format.
