The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Airfield Management function.

Duties

Plans, organizes, directs, and controls airfield activities in support of flying missions, ensuring that airfield management services provided complies with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Represents Airfield Management & Airfield Management Operations (AMOPS) with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with control tower operations, RAPCON, and FAA personnel. Meets with or discusses services provided to pilots and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Researches, interprets, analyzes and applies DOD, Air Force, Federal Aviation Administration (FAA), and International Civil Aeronautical Organization (ICAO) rules and directives. The work supervised/overseen requires coordination and integration to ensure that airfield management and flight services are provided for the installation. Participates in special projects and initiatives and performs special assignments. Applies EEO principles to all personnel management actions and decisions, and ensures all personnel are treated in a manner free from discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations and other personnel policies and procedures to employees.

  • May be required to work an uncommon tour of duty, e.g. Saturdays, Sundays, holidays, etc. may be required to work rotating shifts (day shift, swing shift, mid shift) and possibly overtime.
  • May be required to respond to short notice recall to support unscheduled emergency air traffic and/or contingencies to support the mission
  • This position requires removal from military recall status if applicable
  • This position has been designated as Key/Emergency Essential (EE). In the event of a crisis, selectee must perform the Key/E-E duties until relieved. This position cannot be vacated during a national emergency or mobilization
  • May require to work under adverse environmental conditions
  • May be required to serve a probationary or trial period
  • May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management GS-2150 series. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. or Experience General Experience (for GS-5 positions): For positions in this series, experience that provided a general knowledge and understanding of traffic or transportation programs or operations. EXPERIENCE: I have at least three years of general experience, with 1 Year which was equivalent to experience at the next lower grade (GS-04) level, pay band (NH-01), or equivalent in other pay systems. General experience is described as: experience that provided a general knowledge and understanding of traffic or transportation programs or operations. General Experience: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. OR EDUCATION: I have a 4-year course of study leading to a bachelor's degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
