Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position, AIRFIELD MANAGEMENT SPECIALIST, GS-2150-07 potential GS-09, is to provide support to aircrews as an integral part of our nation's air traffic control system.

Duties

-Oversee maintenance and operation of the airfield to ensure compliance with all applicable AFI/FAA instructions and all safety regulations. -Inspect airfield daily for flying safety hazards including material that may cause foreign object damage, violations of airfield clearance criteria, hazards, and determine safety factors to be applied and coordinate with appropriate base agencies to ensure safe operating conditions for aircraft and repair crews, to include the management or supervision of bird and wildlife dispersal teams. -Provide all necessary information required by pilots to safely complete their intended flight and assist them in making pre-flight decisions and calculations where required. -Provide support to the Dayton International Air and Trade Show held annually in the local area.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
  • DRUG TESTING: THIS POSITION HAS BEEN DESIGNATED FOR DRUG TESTING. IF YOU ARE SELECTED FOR THIS POSITION YOU MAY BE SUBJECT TO URINALYSIS TESTING PRIOR TO APPOINTMENT AND YOU WILL BE SUBJECT TO RANDOM URINALYSIS TESTING AS A CONDITION OF EMPLOYMENT.
  • Must be available to support mobility or Logistics Readiness Center (LRC) operations in an exercise of contingency situation may be required to work irregular shift overtime in performing such duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR - TRANSPORTATION OPERATIONS SERIES 2150 & Administrative and Management Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-05), pay band or equivalent. Specialized experience is described as maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. OR EDUCATION SUBSTITUTION: Applicants must have successfully completed one full academic year of graduate-level education or must have a bachelor's degree and are claiming Superior Academic Achievement. Education must have major field of study in one of the following - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINING EDUCATION AND EXPERIENCE: Applicants must have equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS WITH YOUR APPLICATION IF USING EDUCATION AS A SUBSTITUTION OF EXPERIENCE. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of air traffic system laws, rules, regulations, and procedures, aircraft characteristics and airfield criteria, and flight planning information systems. 2. Knowledge of the procedures related to flight handling, routing, airways and airspace structures, and the relationship and coordination required between flight service and other components of the air traffic system. 3. Ability to communicate effectively and tactfully with military and civilians of all ranks. 4. Ability to act decisively in emergency situations. 5. Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message and report preparation, and notification procedures. ADDITIONAL INFORMATION:*This is a Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). PHYSICAL EFFORT: The work is primarily sedentary. However, some walking, standing, and stooping are required when checking runway conditions. Some lifting and carrying of up to 50 pounds is required in handling flight publications, BASH equipment, and COMSEC keying equipment. A PRE-EMPLOYMENT PHYSCIAL IS REQUIRED. WORKING CONDITIONS: The incumbent is frequently required to go outside in all types of weather to inspect the airfield. Work involves moderate risks that require special safety precautions for noise, munitions, and moving aircraft. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
