The primary purpose of this position, AIRFIELD MANAGEMENT SPECIALIST, GS-2150-09, is to provide support to aircrews as an integral part of our nation's air traffic control system.
Duties
-Oversee maintenance and operation of the airfield to ensure compliance with all applicable AFI/FAA instructions and all safety regulations.
-Inspect airfield daily for flying safety hazards including material that may cause foreign object damage, violations of airfield clearance criteria, hazards, and determine safety factors to be applied and coordinate with appropriate base agencies to ensure safe operating conditions for aircraft and repair crews, to include the management or supervision of bird and wildlife dispersal teams.
-Provide all necessary information required by pilots to safely complete their intended flight and assist them in making pre-flight decisions and calculations where required.
-Provide support to the Dayton International Air and Trade Show held annually in the local area.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
- DRUG TESTING: THIS POSITION HAS BEEN DESIGNATED FOR DRUG TESTING. IF YOU ARE SELECTED FOR THIS POSITION YOU MAY BE SUBJECT TO URINALYSIS TESTING PRIOR TO APPOINTMENT AND YOU WILL BE SUBJECT TO RANDOM URINALYSIS TESTING AS A CONDITION OF EMPLOYMENT.
- Must be available to support mobility or Logistics Readiness Center (LRC) operations in an exercise of contingency situation may be required to work irregular shift overtime in performing such duties.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR - TRANSPORTATION OPERATIONS SERIES 2150 & Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-07), pay band or equivalent. Specialized experience is described as maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
OR EDUCATION SUBSTITUTION: Applicants must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level education leading to such a degree, or have a LL.B. or J.D. Education must have major field of study in one of the following - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to select pertinent information from the data available and impart it in a comprehensible manner to the pilot, while communicating effectively, both orally and in writing.
Knowledge of weather and its effect on flying operations including forecast weather that could threaten safe aircraft operations.
Knowledge of air traffic control terminology, routes, capabilities and limitations of navigational aids, terrain topography, airspace restrictions, and local air traffic control procedures.
Knowledge of airfield conditions and safety factors which provide a basis for imposing restrictions to aircraft operations.
Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message/notification and report preparation procedures to determine type and nature of emergency situations.
ADDITIONAL INFORMATION:
*This is a Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
PHYSICAL EFFORT: The work requires some lifting and carrying of up to 50 pounds is required in handling flight publications, classified materials and BASH equipment. Incumbent may be required to work rotating duty assignments plus weekends/federal holidays with periods of high mental stress. This position requires a physical/medical examination. A PRE-EMPLOYMENT PHYSCIAL IS REQUIRED.
WORKING CONDITIONS: The incumbent works in Airfield Management Operations but is often requires to go outside to inspect the airfield using Airfield Management Operations vehicles. Inspects the runway and arresting gear systems after an emergency. During severe weather, inspects the airfield and determines the runway conditions. Acts as safety monitor for runway snow removal crews/airfield contractors as requires. Work involves moderate risks that require special safety precautions for noise, munitions, and moving aircraft.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
