Duties
Serve as a budget analyst for US Army Acquisition Support Center to provide direct support to the Assistant Secretary of the Army for Acquisition, Logistics and Technology, senior officials and the acquisition community.
Administer the Agency Operating Budget, Mid-Year Review, Budget Execution Review, Year-end Closeout and related budget reports.
Perform all budget planning phases, such as formulation, justification, presentation and execution.
Execute customer requests using financial web-based computer applications to meet funding requirements.
Develop justification and impact statements and compiles data to be used for forecasting obligations.
Analyze data for reasonableness and consistency of estimates, adequacy of justification, and compliance with prescribed laws, policies, and regulations.
Provide guidance to other employees and stakeholders regarding funds management, policies and procedures.
Compile narrative and statistical material relating to the command's budgets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Financial Management Certification Level 2 within a required time of entrance on duty.
- Up to 10% travel on business (TDY)

Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes:1) Monitoring obligations of funds against budget to ensure expenditures are within the amount allocated; AND 2) Analyzing reports to identify errors and develop detailed program or financial plan; AND 3) Participating in all budget phases to include formulation, justification, presentation, and execution for an organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-2/GS-11.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
