About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland.

Duties

Provide analytical and administrative support to the Component (Command) Acquisition Executive (CAE) to assure the Command’s appropriate and operationally responsive implementation of the AWF Program. Analyzes available information and makes logical predictions (based on available information) to identify/validate current incompletely met and anticipated future training needs for this community. As a SME for cyber acquisition workforce training requirements and, as indicated, further tailored development requirements, provides recommendations for the CAE and J9 leadership as to objectives and standards. Also works closely and collaboratively with the Command’s Exercise and Training Directorate (J7) to assure integration of cyber acquisition workforce training requirements into its resourcing and planning. Makes substantive contributions to definition of policy directives to establish cyber acquisition workforce training objectives and standards. Assertively represents the Command’s and DoD cyberspace program community’s interests and priorities. Refines record management systems by accessing information handled by the J9, and recommending systems and procedures for storage, disposition, and disposal of documents, records, and materials. Leads, manages, and facilities efforts to define, maintain, account/track, validate, document, justify, and allocate available assets in support of Directorate civilian hiring, space/seating requirements, training allocations, contractor support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • The incumbent must possess or achieve Defense Acquisition Workforce Improvement Act (DAWIA) certification in the International Acquisition career field, Level I, within 24 months of assuming this position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. TDY may be required. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
