You will serve as a FINANCIAL MANAGEMENT ANALYST in the NET SEC ASTFLD ACT.
Duties
You will use an office automation software program to compose financial reports providing status updates or business information.
You will analyze accounting functions to identify regulatory and accounting changes, resource control functions, or operating level problem.
You will analyze financial management practices to validate adherence to regulatory requirements.
You will prepare briefs regarding financial management system issues for senior managers.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- GS-12: This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Cert requirements are in DoD Instruction 1300.26.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4B2
- GS-11: This is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NDAA) 2012, Section l599d. You must achieve this level within prescribed timelines. Cert requirements are in DoD Instruction 1300.26.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on varying phases of budget administration, including formulation of budget and estimates to support plans, programs, and activities; reviewing and evaluating budget requests; control and reports of obligations and expenditures, while developing, determining, and interpreting budgetary policies and practices; 2) Analyzing and recommending costs and benefits of alternative financial management organizational programs and administrative operations, in addition to implementing legal and regulatory controls over approved budgets; 3) Analyzing and recommending effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; and 4) Utilizing financial management automated systems to review and research financial transactions and supporting documentation for contracts, budget reconciliation, or similar purposes while generating financial spreadsheets and reports for management review.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting on varying phases of budget administration, including formulation of budget and estimates to support plans, programs, and activities; assist on reviewing and evaluating budget requests; control and reports of obligations and expenditures; 2) Assisting with analyzing and recommending costs and benefits of alternative financial management organizational programs and administrative operations; 3) Finding effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; and 4) Utilizing financial management automated systems to research financial transactions and supporting documentation for contracts, budget reconciliation, or similar purposes.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-12: NONE
GS-11: Successfully completed a Ph.D. or equivalent doctoral degree
or
Successfully completed 3 full years of progressively higher level graduate education leading to such a degree
or
Successfully completed LL.M., if related
