You will serve as a Supervisory Financial Management Analyst in the Financial Management Department of NAVAL EDUCATION AND TRAINING COMMAND.
Duties
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or preform continuing program execution reviews, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures.
You will prepare or review responses to external audits which involve financial management policy and procedures.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing program financial execution in conjunction with applicable lase, regulations, and policies to support mission priorities; 2) Providing interpretation and analytical advice on financial transactions and/or program execution; 3) Providing recommendations to address program execution variances and/or areas of concern; and 4) Exercising financial control and stewardship over financial resources allocated to an organization.
