You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Budget Office of PERS WASHINGTON.
Duties
You will serve as a Budget Officer to provide insight to budgets, analyze, interpret, and evaluate funding plans, monitor execution and identify actual or potential funding issues.
You will assist leadership with the development, implementation, and revision of financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources.
You will assist leadership with reviewing work and management techniques of subordinate supervisors and makes decisions on work problems presented by subordinate supervisors.
You will assist leadership in the development of program measures of current and future operations.
You will prepare briefs for senior managers on budget, accounting and program execution review, analysis and appraisal of major operating and support programs within the organization.

- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing concepts, principles, practices, laws, and regulations of budgeting and/or finance to relate them to subordinates and senior levels; 2) Developing and rendering authoritative interpretations of financial executive orders; 3) Evaluating financial management program execution for effectiveness and efficiency; and 4) Monitoring large-scale financial management projects and programs to ensure timely completion and adherence to Congressional legislation.
