The position is located in the Department of Veterans Affairs, Veterans Health Administration, at the Hershel "Woody" Williams VAMC, Huntington, W.V. in the Medical Service. This position reports to the Administrative Officer of Medical Service and provides support to the Administrative Officer, Chief of Medical Service as well as other Section Chiefs within the Service, including the Assistant Chief of Medical Service, the Section Chief of the Emergency Department.

Duties

Major Duties May Include: Develops training programs for users of service level personal computers and software packages and educational programs on an "as needed" basis for staff within the Service. Revises training content as hardware and software programs are modified/upgraded or as new resources are acquired. Assumes responsibility for basic implementation and basic maintenance of PC systems for all functional areas in Medical Service. Enters work orders and needs assessments, based on the needs of the program. Diagnoses and resolves operating problems with software through troubleshooting procedures, personal knowledge of the systems, or consultation with IRM Service personnel and CAC personnel. They will work with the facility and VISN DSS staff to assist in monitoring and ensuring accurate DSS labor mapping. Incumbent will assist the AO in pulling, assigning, and tracking chart review assignments for peer reviews and FPPE/OPPE evaluations. Provide assistance for the budgeting and financial management for the Medical Service. This includes assisting with budget formulation, justification, and execution, financial management, and financial reporting. Compiles, consolidates, and analyzes selected administrative support requirements in consideration of needs and cost trends of travel, supplies, training, and related human resources and materials used to support technical programs. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented. Incumbent will assist the AO and Section Chiefs within the Service with employee competency folders for mid- year reviews, annual appraisals; Pay for Performance Plans; FPPE/OPPE reviews; and required maintenance of all folders to maintain compliance with the medical center policies. Incumbent will perform duties such as preparing agendas and taking meeting minutes for relevant committees within the Service. Incumbent will be responsible for electronically submitting meeting minutes for leadership signatures. Prepare internal and external correspondence and documents for signature using appropriate formatting, grammar, and routing procedures. Incoming and outgoing facsimile/mail will be processed by the incumbent with the same care and attention as all correspondence. Serves as the primary Automated Data Package Application Coordinator (ADPAC) for Medical Service. The incumbent enters work orders, completes requests for computer access, menu changes, trouble shoots technical problems. Attends facility ADPAC meetings and provides information to staff regarding changes/improvements for computer programs utilized by the Service. Provides technical assistance for staff regarding computer/printer problems and refers issues that cannot be resolved to OI&T for resolution. Provides and/or schedules training for staff regarding use of computer applications to include VISTA, CPRS, Outlook, Teams, Word, Access, Power Point and Excel. This requires a thorough knowledge of a wide range of computer programs and VHA business rules to provide support the Service. Will increase knowledge of ADPAC program needs and requirements to support specific functions of the Service. Incumbent serves as point of contact for computers, printers, telephones, and any additional/required equipment for employees within the Service and will be responsible for submission and tracking of all OI&T requests. Incumbent will receive telephone calls for the Chief, Assistant Chief and the Administrative Office of Medical Service and handle/direct calls as appropriate in a professional and confidential manner. Monitors and controls business papers, correspondence and records including the coordination of action papers with office staff. Will serve as one of the Records Management Liaisons for Medical Service ensuring the Medical Service File Plan is kept current and files are destroyed appropriately according to the Records Control Schedule. Provides the customer with consistent information according to established policies and procedure, handles conflict and problems in dealing with customers constructively and appropriately. Assists with the recruitment process by coordinating selection panels; scheduling interviews with candidate; preparing materials for interviews; organizing and retaining interview questions, rating grids; and maintaining files. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
