The VA Capitol Health Care System Network is recruiting for a full time Program Assistant (Analysis) in Mental Health at the Hershel "Woody" Williams VA Medical Center.
Duties
Provides support in the monitoring of processes, procedures, or other activities to ensure optimal administrative and business operations within the Service.
Identifies issues, potential problems, and efficiencies through review and analysis of documents, procedures, files, records, contracts, costs, directives, forms and both computer-generated and manually retrieved information.
Actively supports the Mental Health Executive Committee, which is responsible for implementing the uniform delivery of mental health services and managing all service level programs.
Facilitates agenda and required educational content in support of staff competency for the All Mental Health staff meetings.
Conducts studies or oversees and participates in the completion of studies to assess employee and organizational efficiency, productivity, and current programs to determine program needs.
Serves as the subject matter expert for clinical operations and clinic practice data, appointment and consult reports, staffing productivity data, workload capture and labor mapping.
Utilizes current information and historical records to assist with the development, control, and administration of labor, equipment, and supply annual budgets.
Provides technical review of Mental Health policies and Standard Operating Procedures (SOPs) and Medical Center Policies, ensuring established procedures follow established policies, regulations, directives, handbooks for conformance.
Provides administrative support to the fully accredited Psychology Training Program, including event planning and scheduling, onboarding, and technical support for trainees.

Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experiences described below:
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but not limited to: Ability to effectively analyze problems, and present both written and oral communications, to a wide variety of individuals from numerous disciplines and services, both internal and external to the Medical Center. Knowledge of analysis and evaluation in relation to standardized administrative practices and procedures to conduct studies of administrative work processes in various sections, services, and academic partnerships/affiliations within the Medical Center. Knowledge of administrative regulations and operating procedures with the ability to investigate and identify compliance of regulations and operating procedures related to Resident Timekeeping.
The work performed is primarily sedentary and typical of an office setting where there is a normal amount of sitting, bending, reaching, walking, standing, carrying, and light moving of items such as papers, files, boxes, etc. The work performed requires the frequent use of telephone and computer equipment including viewing a desktop monitor and operating a mouse device and keyboard. The work performed may involve periods of high workflow or stress due to program requirements, special projects, or other assigned work.
The work performed is primarily conducted in a typical office setting where space is adequately lighted and climate controlled. The work performed may require visits to patient care areas or hospital areas where minor personal protection equipment may be required to safeguard against injury or illness. Occasional travel to worksites or other hospital areas may present some hazard where walking path surfaces are wet, muddy, icy, or slippery during winter conditions.
