The Substance Use Disorder Program is an extensive outpatient subspecialty program within Mental Health Service at the Hershel "Woody" Williams VAMC. This position is supervised by the Administrative Officer for Mental Health Service and operates under the guidance of the Chief of Mental Health Service, section supervisors and Substance Use Disorder (SUD) Coordinators.

Duties

Duties of the Program Assistant include but not limited to the following: Responsible for providing program analysis, performance improvement, coordination of business and administrative operations within the SUD program, in addition to providing operational support to Mental Health Service. Responsible for collecting, compiling and/or tracking statistical information in support of program operations and to access status or outcomes in relation to established performance measures, goals, and objectives. Receives and processes documents and reports in accordance with established procedures. Uses software applications to draw information from a wide variety of sources in order to prepare reports. Assists in the planning, review, and reporting of data/statistical results of program studies. Establishes protocols for incoming data, organizes and maintains patient data and retrieves a variety of computerized data. Tracks and trends issues related to program effectiveness and role implementation. Responsible for helping to assure that all staff members are aware of current DSS codes for SUD and established clinic profile standards. Utilizes statistical data to compile a monthly workload report(s) for all program staff. Assists with keeping Coordinator(s) apprised of Program census and any changes/problems that might be encountered. Participates in performance improvement activities related to the program quality improvement process and offers performance improvement advice to program staff. Responsible for providing data/reports related to the administrative, clinical, and technical aspects of the SUD Clinic and to the VISN 5 Network Office and National SUD Program. Other duties include the collection and analysis of: Non-VA Care Medication Assisted Therapy authorizations Residential Treatment Program Referrals Brief Addictions Monitor System (BAMS) Naloxone Kit expiration dates IOP Program Engagement Mental Health PCMM SUD team and MHTC data SUD Workload and Documentation Timeliness Maintaining provider schedules in accordance with established productivity directives, including slot management in VISTA Strategic Plan for SUD Clinic Direct responsibility in maintaining complex program staff master schedules that meet program requirements and are in accordance with national productivity requirements for Mental Health providers. Prepare all clinic profiles requests and schedule changes for patient accommodations when needed. Complete quarterly grid validation, monitor stop code and person class assignment. Assisting with preparation and management of SUD Program budget and will include analysis and effective utilization of resources. Responsible for projecting/tracking the annual estimates of a variety of programmatic costs. Serves as primary/alternate timekeeper for the service. Time and leave units are complex involving professional and non-professional staff and staff located in different locations. Tours of duty for staff vary due to twenty-four hour coverage and staffing levels may require adjustment on a biweekly basis. Submission and maintenance of all appropriate documentation is required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education is described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Applicants must possess one full year of experience equivalent to the GS-05 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Qualifying examples of specialized experience include: Maintain staff schedules for Mental Health Providers preparing clinic profiles requests and schedule changes for patient accommodations. Responsible for collecting, compiling and/or tracking statistical information in support of program operations and to access status or outcomes in relation to established performance measures, goals, and objectives. Provides service recovery as service level advocate for the SUD Program, creating and responding to cases using the Patient Advocate Tracking System (PATS). Facilitates team meetings; works directly with the SUD Program Coordinator to set priorities and deadlines; adjusting the flow and sequencing of the work to meet program needs. Serves as primary/alternate timekeeper for the service. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and performed in a typical office setting, involving a normal amount of sitting, walking, standing, carrying, etc. There is frequent use of computer monitor and keyboard. The setting may be quite stressful at times because of the complexity and quantity of work.
