About the Position: Serves as a Senior Staff Budget Analyst in the Center for Army Analysis (CAA) under the direct supervision of the Deputy Chief of Staff.

Duties

Serve as the Senior Budget Analyst responsible for the formulation, justification, presentation and execution of CAA’s multi-appropriation budget direct and reimbursable funds. Responsible for the Center’s budget, financial and contract management systems and programs. Develop and administer the annual financial spend plans for multiple appropriations. Oversee the Government Travel Card (GTCC) program ensuring program is in accordance with applicable policies and regulations. Develop and coordinate the Program Objective Memorandum (POM) for assigned Managment Decision Packages (MDEPs). Consult with Senior Leadership and Program Directors in determining mission priorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires pre-employment financial disclosure OGE form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a Financial Management Level 3 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes (1) providing oversight regarding fiscal law and policies; (2) advising senior-level management on the direction and allocation of resources; (3) analyzing financial/budgetary problems affecting programs to develop alternative resource decisions or reprogramming of funds; and (4) reviewing higher level changes in policies and developing organizational policies or procedures to meet new requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
