The HUD-VASH Program is a key component in the VA's continuum of homeless services, VA's only means of providing permanent housing to homeless Veterans, serving as a critical role in VA's Plan to End Veteran Homelessness. The HUD-VASH program is responsible for administrative and clinical coordination of permanent supportive housing vouchers in partnership with the County Public Housing Authorities from 7 different counties. HUD-VASH provides care at 8 sites within VAPAHCS.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: The incumbent is responsible for developing and maintaining an effective and secure means of collecting the complex data requirements related to housing outcomes in HUD-VASH, ongoing data monitoring, analysis, and reporting to the VISN, VACO, and the Northeast Program Evaluation Center (NEPEC) and serves as the primary point of contact on all matters related to data collection and reporting. Incumbent performs a variety of duties in support of data entry, collection, analysis, and preparation of reports for the program. Coordinates and collects patient and program clinical indicators, thresholds, and performance measurements. The incumbent oversees the entry of all program evaluation forms into the national online data collection system (e.g., NEPEC online data collection system). Using word processing software produces various reports to high levels of management including service and facility leadership, VISN, the VA Central office, and the Northeast Program Evaluation Center (NEPEC). Using database programs, creates, and manages various tables, spreadsheets, queries, and reports for use in reporting statistical data to higher levels of management including facility, VISN, and national levels. The incumbent directs office functions and assures a smooth flow of work in and out of the HUD-VASH program. He/she coordinates reception and telephone coverage for the program at the Menlo Park location. The incumbent may greet, answer questions, provide information and guidance, and initiate action as appropriate to veterans, members of the public, and clinical staff for the HUD-VASH program in person and by phone. The incumbent identifies problems or developing problems in the running of the HUD-VASH office takes action to resolve or prevent these problems, and ensures that policies, procedures, and standards are followed in the administrative area. Tracks the program's operating budget, and sets up controls to monitor expenses throughout the fiscal year. Works in conjunction with the Office of the Chief Program Support Assistant to maintain inventory records (Ell) for the HUD-VASH Program, and plans and coordinates records of supplies and equipment. Initiates supply and equipment requisitions (additions and replacements) based on office supplies and the equipment on hand and on the recommendations by staff regarding their specific needs for furnishing their work areas and providing necessary tools. Initiates work orders for broken equipment. Maintains a tracking log for the equipment assigned to the staff. Incumbent serves as primary ADP coordinator for the HUD-VASH Program and backup ADP coordinator for the Domiciliary Service. Serves as the initial point of contact for computer-related issues. Incumbent interacts regularly with HUD-VASH applicants and clients, and members of the public who inquire about the program. Incumbent responds to inquiries politely and knowledgeably, using the most expeditious means available for resolution of questions. Deals diplomatically with staff members and the public when explaining program issues. Performs other related duties as assigned. Work Schedule: M-F 8:00 am - 4:30 pm or as determined by supervisor. Compressed/Flexible: This may be authorized at Supervisory discretion. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to performing work related to the development of program information and resource materials, such as hard copy and computer-based brochures and reports, etc.,.; conducting the analysis of administrative work processes in the programs to identify, analyze, and recommending solutions to problems in staffing, administrative procedures, work processes, or workload distribution facilitate, coordinate, and manage the various programs and achieve the overall goal; applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; and possesses effective communication skills in order to present information clearly to management, medical center staff, and members of the public. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed two (2) years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one year of graduate education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: There are no unique physical demands other than the ability to work and concentrate with frequent telephone and/or personal contact interruptions by staff, Veterans, families, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting, and carrying light items such as books, papers, and files. This position also requires mobility within the medical center and in rare instances, via shuttle, bus, or government car between other locations within the healthcare system.
