This Supervisory Program Specialist is located in Community Care Service and reports to the Assistant Chief of Community Care. This Service aligns under the Associate Chief of Staff executive leader at the VA Palo Alto Health Care System (VAPAHCS), which is a major tertiary care referral center with three inpatient divisions and a network of four community-based outpatient clinics (CBOCs).
Duties
The primary purpose of this position is to assure that Veterans are provided timely and high-quality health care, within the limits of the community care processes and policies, in a timely and courteous manner. The position is established to perform assignments in a variety of administrative duties with responsibility for coordinating and managing the operations of all scheduling and consult management services in the Office of Community Care, statistical and resource analyses, oversight of employee/labor relations investigations, tasking, manpower, work methods to detect deficiencies and inefficiencies, provides recommendations to improve management of resources and mission effectiveness, and administers management programs. The incumbent will provide the full scope of duties and responsibilities as a Program Specialist GS-0301-12, designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine administrative assignments with a high level of independence in support of the Office of Community Care Service at VAPAHCS to achieve priorities and goals.
Major duties and responsibilities include, but not limited to:
Supervisory Program Specialist of the Office of Community Care (OCC) is independently responsible for the oversite of all scheduling and referral management metrics for community care for VAPAHCS and is the direct line authority only administratively for 53 Title 5 and HT38 FTE, including management of daily operations, process improvement initiatives, implementation of change management, realignment of resources for optimal productivity, training and growth of all duties and programs under the responsibilities of these staff.
Ensures worker under his/her immediate supervision perform duties in a manner that is highly collaborative with all other workers within the facility community care office and across the Medical Center for training purposes.
Provision and oversight of the community care annual budget, which includes budget formulation, justification, and execution; financial management; and financial reporting.
Responsible for full authority over many fund control's points (FCPs).
Responsible for directing the administrative and technical aspects of widely varying clinicals programs.
Responsible for supervising staff where often there are conflicting needs from several members of the clinical teams with whom these staff work.
Plays a vital role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow agency and accrediting and regulatory requirements.
Ensures programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management are appropriately administered.
Develops both long and short-range policies and plans for OCC by coordinating the medical administration needs of the OCC for the Medical Center.
Establishes performance standards for quality and productivity. Directs program implementation.
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinates the efforts of subordinate staff, regarding workload, data capture, patient flow, eligibility, and the needs and request of clinical providers; engages in analytical, financial, statistical, and quantitative problem solving and analysis; completes financial analysis techniques, including budget projection and forecasting; performs staffing and manpower utilization, to the extent that useful reports and/or studies can be generated to support existing cost and financial data for senior level management; uses word processing, spreadsheet, and database packages, to include referral management software and other VA computer systems; communicates effectively on paper and by word of mouth.

Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting. The work may require some travel for local or national meetings.
