This position is the Deputy Chief of the Office of Community Care (OCC) service and reports to the Chief of Community Care, who reports to the Associate Chief of Staff at the VA Palo Alto Health Care System (VAPAHCS). The primary purpose of the position is to manage the operations of the OCC and to provide support to the Service Chief. The incumbent works as the Deputy Chief, OCC, and exercises direct supervisory control and management authority for the day-to-day operations.
Duties
The Deputy Chief for the OCC must at act independently to manage all needs of the service responsible and is delegated with the responsibility and authority to act on behalf of the Service Chief for all management and supervisory duties and requirements of the service any time the Service Chief is unavailable or away. This includes leadership and supervisory oversight of all staff, projects, actions, suspenses, administrative tasks, human resources management, and any other matters in oversight of the OCC.
Major duties and responsibilities include, but not limited to:
Plans, organizes, and directs a complex, comprehensive patient administrative management program which provides services and technical counsel necessary to meet all legal, procedural, and administrative requirements of the Office of Community Care.
Maintains a close working relationship with the Chief, OCC, assisting in formulating service strategic plans, policies, processes, and short- and long-range goals, etc.
Continually analyzes the effective utilization of all personal costs to OCC programs.
Analyzes inter-related issues of effectiveness, efficiency, and productivity of substantive mission-orientated programs within OCC.
Develops, maintains, and monitors all patient care workload databases for national reporting and internal planning and management.
Serves as a subject matter expert in the legal and technical aspects of medical administration programs, providing legal interpretation and technical advice and guidance to employees, VAPAHCS operating officials, Veteran Service Officers, Patient Advocates, Veterans, and their families, etc.
Maintains close working relationship with OCC Scheduling Manager and supervisors to ensure VA is compliant with legal, procedural, and administrative requirements of diverse and complex array of VA mandated community care programs and program eligibilities.
Actively involved with the Community Care Program regarding all care referred to the community and contracts/ Veteran Care Agreements held by VAPAHCS, ensuring appropriate use of Community Care money.
Maintains close working relationship with OCC Scheduling Manager and supervisors to ensure VA is compliant with legal, procedural, and administrative requirements of diverse and complex array of VA mandated community care programs and program eligibilities.
Oversees the daily operation of the service, ensures that the agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, organizing, and directing a complex, comprehensive patient administrative management program; use of various quantitative and qualitative techniques for analyzing and measuring the effectiveness of several programs; authorizing and scheduling of care in the community, contract hospitalization; identifying the major issues, program goals and objectives, work processes, and administrative operations of the organization; plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; directing and motivating subordinate employees who provide support services.

Physical Requirements: The work is primarily performed in an office environment and requires alternating periods of walking and sedentary work. Manual dexterity is required for operating office equipment. Typing and computer operation may involve long periods of hand and wrist movement. Work is performed primarily in an office setting which is adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically.
