This position is located under Domiciliary Service in the Office of the Chief, and this position works directly for the Administrative Officer, Domiciliary, who reports to the Chief, Domiciliary Service.
Duties
Handles administrative matters independently, prioritizing the work to assure that deadlines are met.
Refers items to other staff members, as appropriate, and forwards to the Administrative Officer only the items requiring his/her attention.
Performs work related to the resolution of technical problems with hardware, software application, system, and user access.
Manages Domiciliary administrative funds including a VA Purchase Credit Card.
Assists with budget formulation, justification, and execution; financial management; and financial reporting.
Provides advice to management and program personnel on budgetary and finance issues.
Assist Veterans in exploring their interests and options for making improvements in life functioning areas such as housing, employment, relationships, and community engagement.
Assists with the modification of project design and specifications as they are developed, to fit the scheme of the department.
Assists in tracking and documenting all equipment in required databases for inventory control and equipment replacement through upgrades.
Informs Veterans about VA and community supports and resources, including how to effectively utilize them in the recovery and wellness process.
Assists with Community resources may include, but are not limited to consumer-run organizations, self-help and mutual support services, Social Security offices, Department of Family and Children Services, YMCAs, libraries, restaurants, Veteran Service Organizations (VSOs), and the Department of- Housing & Urban Development (HUD).
Prepares appropriate responses for the signature of the Service Chief on routine matters.
Varies Veterans levels of wellness, recovery, and symptoms.
Must be equipped to be flexible and accept that work areas are often noisy, irregular, unpredictable, and stressful.
Performs in a wide range of settings, including the Medical Center, group or family homes, community-based outpatient settings, community organizations, or in transport vehicles (public or government).
Work Schedule: Monday-Friday / 8:00 a.m. - 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Interprets personnel management principles, theories, practices, and techniques to assist in the understanding of policies and procedures pertaining to pay, performance, recruiting, and systems knowledge.
Analyzes and evaluates methods and techniques to identify and resolve procedural issues and problems.
Provides a wide variety of administrative and management support services.
Communicates orally and in writing, both individually and in groups, to provide information related to organizational, administrative, and procedural matters.
Uses personal computers, systems/applications, and organization office automation applications (word processors, spreadsheets, databases, etc..).
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.].

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: There are no unique physical demands other than the ability to work under frequent telephone and/or personal contact interruptions by staff, Veterans, families, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending,
lifting and carrying light items such as books, papers, and files. Occasionally, some mobility via either shuttle bus or government car may be required between divisions.
