Duties
You will advise on work in any of the phases of budget administration; and serve as the liaison for the official accounting office to Defense Finance and Accounting Services (DFAS), for all corrective actions to abnormal balances or errors.
You will formulate budget and cost estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will analyze an recommend costs and benefits of alternative methods of financial management of an organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets; and provide advice on effective and efficient methods for the acquisition and use of funds to support their programs and activities.
You will audit and update financial records in accordance with all policies and procedures, rules and regulations; and audit Inspector General inspections as well as local and assist visits.
You will be responsible for the administering of all key performance indicators KPIs) reports to ensure all commitments, obligations, expenses, and payments are accurate.
You will implement and develop comprehensive training programs designed to teach the use of Standard Accounting Budgeting Reporting Systems (SABRS) feeder systems interfaces to Fund Resource Managers.
You will reconcile all financial tables in SABRS and Feeder Systems.
You will conduct training to internal and external personnel in all accounting and financial matters.
Requirements

- This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; advising on phases or systems of budget administration; implementing legal and regulatory controls over approved budgets, and presenting and defending budget estimates before authorities.

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on an equivalent combination of education and experience as follows:
Successfully completed a Ph.D. or equivalent doctoral degree
or
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Successfully completed an LL.M. degree that is related to the position being filled
or
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
