This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Resource Analyst for the U.S. Army Materiel Command. The U.S. Army Materiel Command develops and delivers materiel readiness solutions to ensure globally dominant land force capabilities.
Duties
Conduct special studies and gathers data from the field to resolve variances or resolve complex problems with budgetary and proprietary transactions.
Analyze financial system effectiveness through the Financial Improvement and Audit Remediation Program and analyze financial reports/financial reporting processes.
Advise managers on weaknesses to satisfy regulatory requirements improving operations and providing enhancements to fund control or reporting processes.
Participate in special studies of financial systems or processes to develop and implement system internal controls and changes in policies and procedures where analysis of systems other than financial accounting is involved.
Prepare, generate, or monitor the Financial Improvement and Audit Remediation Program and financial statement reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Financial Management Certification Level 2 Certified position designated.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes 1) Providing professional accounting services that ensure overall effectiveness and efficiency of operations in accordance with established policies; 2) Evaluating accounting data, financial reports, processes, accounting/financial systems interpreting effectiveness of internal controls; and 3) Assisting in the design, implementation, and assessment of financial operating systems, procedures, or internal control processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
