You will serve as a Supervisory Financial Management Analyst in the Naval Audit Service of Department of Navy.
Duties
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution.
You will prepare or review responses to reviews or audits that involve financial management policy and procedure.
You will assign work to subordinates based on employee's capabilities, priorities and difficulty, evaluate employee performance and develop performance standards.
Requirements

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing budget and/or financial national level and exceptional large and complete programs.
Experience developing, recommending, and implementing budgetary/financial policies.
Experience interpreting, assessing, and projecting potential impact of new/revised Congressional legislation.
Experience developing and rendering authoritative interpretations of executive order and OMB guidance.
