The primary purpose of this position is to serve as a branch chief, providing planning, direction, organizing, and exercising control over nonsupervisory employees assigned to NGB/A1DE.
Duties
Plan, organize, and direct the activities of NGB/A1DE Voluntary Education Branch, ensuring all ANG Voluntary Education offices comply with legal and regulatory requirements and customer needs are met.
Exercise supervisory personnel management responsibilities.
Perform staff functions for the Air National Guard (ANG) Component Voluntary Education program at the ANG Readiness Center.
Represent the ANG Voluntary Education Program with a variety of DOD, MAJCOM, installation and functional area organizations.
Oversee professional educational and vocational guidance and testing services
Develop, refine and implement ANG Voluntary Education guidance and processes.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
For the GS-12:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) Knowledge of military voluntary education programs, civilian education and development, and tuition reimbursement laws, executive orders, regulation, policies, directives, instructions, concepts, theories, practices, techniques, and procedures; (2) knowledge of education theories, principles, procedures, and practices of occupational, and continuing education as well as an understanding of guidance counseling methods/techniques and testing procedures to advise on and evaluate voluntary education programs; (3) knowledge of management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process; (4) knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
For the GS-13:

Examples of specialized experience includes (1) expert knowledge of military voluntary education programs, civilian education and development, and tuition reimbursement laws, executive orders, regulation, policies, directives, instructions, concepts, theories, practices, techniques, and procedures; (2) knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures; (3) knowledge of DoD budget regulations and procedures to administer Air National Guard training funds and forecast to monitor/track resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts (4) knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the other organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of military voluntary education programs, civilian education and development, and tuition reimbursement laws, executive orders, regulation, policies, directives, instructions, concepts, theories, practices, techniques, and procedures. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Advanced knowledge of education theories, principles, procedures, and practices of occupational, and continuing education as well as an understanding of guidance counseling methods/techniques and testing procedures to advise on and evaluate voluntary education programs. Knowledge of DoD budget regulations and procedures to administer Air National Guard training funds and forecast to monitor/track resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts.
Knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of ANG field compliance with ANG, Air Force and DoD guidance and laws. Knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of the Air National Guard's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with Air Force program policies and objectives. Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the other organizations.
Ability to consider and assess the relative advantages and disadvantages of current work operations concerning voluntary education programs with several echelons of geographically separated components affecting ANG bases, states, and the ANG entity and creating innovative changes to better utilize resources and advance program efficiency. Advanced ability to lead evaluations to ensure that resource allocation objectives are being met and to assess effectiveness of the overall voluntary education programs.
Ability to expertly establish and maintain frequent contacts with other levels and types of organizations within the Air National Guard, Headquarters of the Air Force, Air Force Personnel Center and with the Educational Policy holders within Air Education and Training Command, Air University, and the Barnes Center on controversial matters involving significant changes in Voluntary Education policy or major program areas. Ability to expertly establish and maintain contacts with universities, scientific institutions, professional organizations, or other similar education and training institutions to negotiate and monitor contracts for voluntary education programs that require highly individualized development to meet the unique needs of the Air National Guard across the 54 states and territories.
Skill to expertly to communicate, both orally and in writing, clearly, concisely, and with high technical accuracy to a wide range of audiences at various levels throughout the Air Force, Department of Defense, Department of Treasury, other Federal agencies, Congress, contractors, and private industry; and fostering collaborative relationships both within and outside of the organization and clearly communicating complex material, both orally and in writing to supervisors, peers, and subordinates.
Ability to analyze, plan, organize, and direct the functions and work operations or one or more Branch segments: and direct mentor, motivate, and appraise the Voluntary Education staff to meet program requirements and objectives within available resources.
