This Executive Director position serves both the Bureaus of Budget and Planning (BP) and the Comptroller and Global Financial Services (CGFS). CGFS strives to be an effective steward of the Department’s financial resources and deliver quality financial management services, programs and systems to ensure the USG and Department can accomplish their essential foreign affairs mission with the highest standard of financial accountability and transparency to the American people.

Duties

The Executive Director (CGFS/EX) is the principal advisor on bureau administrative policy initiatives, managing the bureaus’ long range and strategic planning, budget and finance, human resources and staffing programs, general services to include procurement, construction and space planning, travel, inventories of consumable and non-consumable assets, management controls, local information technology support operations and cyber security, contracting oversight, data mining, records retention, emergency management, and related issues, for both bureaus.  Specifically, the incumbent will execute the following:

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Incumbent will be subject to random drug testing.
  • Requires a financial disclosure statement, OGE-278.
  • One year probationary period, unless excepted by regulation.
  • Verification of employment eligibility in the United States is required.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). All applicants must submit a narrative statement covering each of the Mandatory Technical Qualification questions in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and the Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Applicants who use "see resume" as a response will not receive consideration for the position. Your experience and resume should explicitly demonstrate the following: MTQ 1:  Demonstrated experience in executive direction, management and oversight working the full range of administrative programs to support a large organization including budget formulation and execution, strategic planning and performance management, personnel management, information technology infrastructure support functions, procurement, logistics as well as program and management analysis. MTQ 2:  Knowledge of various Federal Financial Management Acts and the demonstrated skill to ensure that Government Accounting Office and Office of the Inspector General recommendations are implemented and consistent with these Acts; as well as the preparation and accuracy of budget requests (appropriated and reimbursed) for domestic and overseas operations for presentation to Departmental leadership, Office of Management and Budget and Congress. If you do not possess the mandatory technical qualifications described above, you may be considered ineligible for these positions.
