This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as a Management and Program Analyst (Cyberspace Operations) for USSOUTHCOM in the Operations Directorate-Information Operations Division in Miami, FL.
Duties
Serve as a Management and Program Analyst (Cyberspace Operations) Planner in the United States Southern Command (USSOUTHCOM) SCJ38, Cyberspace Operations Division.
Plan and synchronize cyberspace resources and utilize offensive and defensive measures for the command’s execution of Cyberspace Operations (CO) to deter, disrupt, and defeat adversaries in cyberspace terrain.
Provide guidance to personnel regarding a wide range of issues dealing with Cyberspace Operations planning, organizational change, organizational culture, and operational management and analysis.
Direct Operational Planning Teams and Working Groups, along with Security Cooperation SME (subject matter experts) engagements with partner nations.
Conduct planning for use of assigned Cyber Protection Forces, and coordinate service contributions of the Joint Cyber Mission Forces in support of current and future USSOUTHCOM contingency plans, crisis action, and operations.
Provide overall assessments addressing the cyberspace operations associated with operational planning.
Develop cyber training objectives and courses of action for exercises.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- IAW Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Position requires travel up to 20% of the time.
- Employee may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Incumbent may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays. Overtime/shift work may be required.
- May be required to carry a pager or cell phone when put in an on-call status outside normal duty hours.
- This is a "Key" position and shall not be vacated during a national emergency or mobilization. Must be exempt from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.

Specialized Experience: One year of specialized experience which includes 1). Coordinate requirements to develop analytical products in support of cyberspace operations; 2). Review policies regarding cyberspace operations to recommend improvements for organizational processes; and 3). Identify and obtain equipment and manpower resources to support cyberspace operations and missions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
