This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in Fort Stewart, GA.
Duties
Provide advice to management and peers in the interpretation and application of procedural guides and policy directives concerning privatized military housing.
Perform analysis of RCI data to identify trends, changes, and potential problems, and providing findings and recommendations to management.
Conduct analysis on the control of funds; evaluating program funding plans and their execution and identifying actual or potential problem areas.
Prepare and submit narrative and statistical documents, exhibits, and related background information for housing requirements.
Participate in meetings concerned with budgeting and progress reporting
for all RCI fiscal project elements.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience which includes 1) developing program cost plans to include labor, material, and other costs; 2) managing the life cycle of manufacturing projects to complete assigned workload; 3) performing analytical assignments involving logistics supply management; 4) performing root cause analysis to provide responses on project cost variations. This definition of specialized experience is typical of work performed at the next lower grade level (GS-09).

Education Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Logistics Management, Supply Chain Management, or Business Administration. COMBINATION: specialized experience as described, but less than one year; and have at least two years of graduate education as but less than the required three years, compute the percentage of the requirements 2and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
