About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Stewart, GA.

Duties

Serve as a Management Analyst for the Fort Stewart, Regional Network Enterprise Center (RNEC), providing oversight for the South East Region. Acts as primary functional expert on civilian personnel actions, and as primary liaison with the Civilian Personnel Advisory Center (CPAC) and 93D Signal Brigade. Provide advice and assistance to managers and supervisors on complex workforce development and personnel management matters involving staffing level changes, recruitment and placement actions. Participate in the evaluation of higher headquarters policy changes for impact in order to assess current policies or provide implementing guidance to the activity. Ensure proper administrative analysis and strength planning is executed by analyzing and evaluating quantitatively and qualitatively the effectiveness of operations in meeting overall ARCyber, NETCOM, , and Army goals and objectives

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
• Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
• Employee may be required to possess a valid motor vehicle driver’s license.
• Teleworking Eligibility is on a case-by-case scenario.
• TDY is required up to 25%.

Specialized experience would be demonstrated by analyzing manpower surveys/studies in order to identify command needs; identifying discrepancies and recommend solutions to complex issues; assisting in the development of standard operating procedures; applying a variety of budgetary policies, and/or guidelines to organizational budget programs; and providing guidance and technical advice to staff and senior leaders.
