This position is in the Professional Development Office, Administrative Branch, Western Federal Lands Highway Division. The office implements organizational policy and process changes; develop and implement organizational development and workforce strategies and approaches to implement, including recruitment, staffing, Division-wide training strategies; human resources facilitation and ensure the integration of this knowledge and information into the management of Division operations.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience gathering data and providing recommendations to management or leadership on at least one of the programs such as: Staffing, Personnel Management, or Training; AND Experience advising staff and management on administrative program policies, procedures, and program requirements. Experience compiling and analyzing program data and preparing periodic trending reports, metrics, and/or milestones. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in providing administrative support to management regarding budget, position management, personnel changes, and/or performance management; AND Experience utilizing automated personnel systems. Experience assisting in program coordination by providing advice and consultation to program managers, supervisors, and/or employees. Experience applying qualitative and/or quantitative analysis techniques for the assessment and improvement of management processes and systems. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
