This position is located in the Small Business Administration (SBA), Office of Human Resources Solutions (OHRS), Workforce Relations Division (WRD). The incumbent develops and implements WRD policy and procedures, provides management advisory services and training and evaluates program office activities relative to the WRD mission.
Duties

As a Human Resources Specialist (Employee & Labor Relations), GS-0201-11/12/13, you will be responsible for:
Providing advice and assistance to managers in headquarters and field program and administrative offices involving interpretation of policy, identification and resolution of systemic problems and issues and responses to specific case situations.
Identifying trends and systemic issues and develops operating guidance, training or other actions to resolve them.
Reviewing informal actions and providing advice and assistance on all aspects of the employee and labor relations programs, including researching precedent cases, determining the supportability of a particular action for the misconduct and framing charges and outlining specifications.
Develops and implements policies, procedures, and agency guidance.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Specialized Experience for GS-11: One year of specialized experience equivalent to the GS-09 obtained either in the public or private sector, performing two (2) out of four (4) of the following:
As a team or in coordination with other team members assist with researching and applying, ER/LR principles, practices, legal and regulatory requirements;
As a team or in coordination with other team members assist in reviewing and advising on ER/LR issues and problems throughout an agency including individual situations, local issues, and third-party actions;
Drafting less complex management ER/LR documents with supervision such as, but not limited to: management inquires/fact findings, performance management, informal and formal discipline, leave administration, grievances, labor notices, proposals and counterproposals that are beneficial to the organization and yet promote continuation of a cooperative working relationship with the union, and third-party position statements;
As a team or in coordination with other team members participating in third party hearings in labor and employee relations matters (Participant on negotiations team, FMCS, Arbitrations, ULP, FSIP, MSPB, OCS, EEO).

Advising and resolving the full range of ER/LR issues and problems throughout an agency including individual situations, local problems and agency-wide issues, and resolving third party actions;
Drafting management ER/LR documents, such as, but not limited to: management inquires/fact findings, performance management, informal and formal discipline, leave administration, grievances, labor notices, proposals and counterproposals that are beneficial to the organization and yet promote continuation of a cooperative working relationship with the union, and third party position statements;
Serving as a management representative at third party hearings in labor and employee relations matters (Chief Negotiator, Participant on negotiations team, FMCS, Arbitrations, ULP, FSIP, MSPB, OCS, EEO).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/13/2024.
Education
FOR GS-11: If you do not meet the specialized experience requirements, you may also qualify with education. You
MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.
Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M, if related.
OR
Combination of Experience and Education: For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
For GS-12: Education may not be substituted for experience for this position.
For GS-13: Education may not be substituted for experience for this position.
